The summer of dread is upon Europe. Heat waves, fires, drought and misery for many.
Each summer seems hotter, deadlier and record-busting than the last with the mercury hitting 40 deg C or more, and night-time temperatures remaining stubbornly high.
Europe now faces an immense challenge to try to adapt to this new norm as fast as possible. Doing so will not only save lives, it will also provide lessons for other regions.
For many Europeans, there’s no respite to be found, even at home. Most homes in northern Europe do not have air conditioning – less than 20 per cent in Britain and about a quarter in France. Although this is changing as resistance to air con is waning.
The problem is, many homes and buildings no longer fit the climate – they are designed to keep in the heat. In summer, homes then become ovens and death traps.
In less than a decade, Europe’s climate has changed radically. It is the fastest-warming continent on Earth, heating up at more than twice the global average. And authorities are struggling to cope.
More than 10,000 excess deathshave been linked to the heatwave that engulfed western in late June, according to data a network backed by the European Centre for Disease Prevention and Control and the World Health Organization
The heat fuelled by climate change is having a large, and growing, economic impact on the continent. It hasdried out farmlands and riversand turned the landscape into a tinderbox. Huge fires have beenburning in Spain and France.
Singapore can provide some guidance based on its adaptation steps. Energy-efficient air conditioning can save lives and boost productivity. Planting more greenery not only provides shade but also lowers local temperatures, while removing clutter near windows,using fans, curtains, blinds and solar filmscan improve ventilation and reduce room temperatures.
Painting buildings and roofs with light colours and usingreflective paintalso helps and solar panels on rooftops can provide some of the power to run air conditioning.
Heat stress advisoriesand regulations mandating breaks for rest and hydration for outdoor workers, plus shifting some recreational activities to the cooler parts of the day are also among the cultural and workplace adaptations needed.
In Britain and France where there are many old buildings, retrofitting them by adding air conditioning, window shutters and better ventilation can be costly. Then there’s the electricity bill for the air conditioning. For lower-income households, the cost of installing and then running air conditioning can be too expensive.
Cooling centres are one solution for people to seek respite as well as air conditioning for schools, hospitals and care centres. Another is offering subsidies for energy-efficient air conditioning and relaxing some planning regulations to hasten building retrofitting. Some of these steps are already being implemented.
Support for household solar and batteries can also cut power bills while reducing the strain on the power grid.
For Europe to survive economically and remain liveable, major adaptation investments and policies are urgently needed.
Britain’s Climate Change Committee, an independent statutory body, gave a sense of the urgency in its latest Assessment of UK Climate Risk released in May 2026. If the world fails to make deep cuts to fossil fuel emissions and average global warming reaches 4 deg C by 2100, extreme summer temperatures in Britain could be as high as 48 deg C, the report says. It also lays out a range of adaptation investments for cooling, flood preparedness and water management.
It’s now up to the British government to act on the proposals. Speed will be of the essence. Fuelled by climate change and a strong El Nino, chances are 2027 will be the hottest year on record.
Other nations and regions will be watching as extreme heat threatens much of the globe and pushes humanity into uncharted territory.
