The Tanzania Immigration Department has initiated a comprehensive public-private intelligence strategy dubbed ‘Know Your Neighbour,’ aimed at tightening border security and auditing the legal status of foreign nationals operating within the country’s borders.
The initiative, primarily targeting tour operators, border agencies, and corporate consultants, represents a critical shift in how East African states manage transit and residency. As regional economic integration accelerates, the policy mirrors Kenya’s recent implementation of the Electronic Travel Authorisation (eTA) system, reflecting a broader East African Community (EAC) mandate to balance robust tourism economies with stringent national security protocols.
Decentralizing Border Intelligence
The operational framework of the new campaign was unveiled on Monday by Kilimanjaro International Airport (KIA) Immigration Commissioner Adam Mkuyu. Speaking in Moshi at the commencement of the ‘Essentials of Immigration Management in Tanzania’ workshop, Mkuyu outlined a doctrine that effectively deputizes the private sector.
The government maintains that traditional border checkpoints are insufficient to monitor the activities of tourists, expatriate workers, and international students once they enter the interior.

The TRITA Training Framework
To execute this mandate, the state relies heavily on the Tanzania Regional Immigration Training Academy (TRITA) located in Moshi. TRITA Commandant Ms. Hoja Mahiba disclosed that the academy has aggressively upskilled over 700 key private and public sector stakeholders since 2019.
The specialized curriculum intersects immigration law, national security, and socio-economic development. By training private consultants—such as Mussa Mahundi from Dar es Salaam-based MHM Experts Consultants—the Immigration Department secures vital frontline intelligence feedback. These trained civilian actors act as a compliance buffer, ensuring that visa applications and work permits undergo rigorous private vetting before reaching state desks.
Cross-Border Security Dynamics
The aggressive posture by Tanzanian immigration authorities has direct implications for the broader East African corridor. The porous borders shared with Kenya, particularly the high-traffic Namanga and Isebania crossings, frequently serve as transit routes for undocumented migrants heading toward Southern Africa.
Economic Compliance and Protectionism
Beyond terrorism and trafficking, the operation carries a strong economic undertone. Developing nations across the EAC are increasingly protective of domestic labor markets. The audit of corporate consultants ensures that expatriate quotas are strictly enforced, protecting high-paying jobs for Tanzanian citizens while penalizing multinational corporations that exploit visa loopholes to import cheap foreign labor.
As Tanzania tightens its internal monitoring networks, stakeholders handling foreign nationals must adapt swiftly to an environment where legal compliance is ruthlessly enforced, ensuring that the economic benefits of tourism and foreign investment are not undermined by subversion of state law.
